Towson councilman seeks bill to open sidewalk at stalled Towson Row

Baltimore County Councilman David Marks is seeking legislation to force developers who block public sidewalks during construction to clear the path. Marks, whose district includes Towson, introduced the legislation on Wednesday. It is set for a public hearing on May 16 and a vote by the full County Council on May 25.
