Baltimore City Council president wants to give developers a reason to go beyond the Inner Harbor

City Council President Bernard C. “Jack” Young says he loves seeing new cranes popping up around the city. From Harbor Point to 414 Light St., the city has seen a recent surge of new development, especially near the water. But Young wants to address the other neighborhoods next.
