Thomas Wilcox, the president and CEO of the Baltimore Community Foundation, announced his retirement Tuesday. He is expected to leave the position by the end of the year after a replacement has been chosen. Wilcox, 69, has led the philanthropic organization that manages charitable funds and tackles poverty in the city since 2000.
