Government shutdown to end as Senate breaks budget impasse

The U.S. Senate passed a temporary spending bill that is poised to reopen the federal government after a three-day shutdown. The continuing resolution passed overwhelmingly Monday, 81 to 18, to reopen agencies through Feb. 8. Lawmakers will use that window to continue negotiations on the Deferred Action for Childhood Arrivals program, border security, extra military spending and disaster relief.
