People passing through downtown near the Walter E. Washington Convention Center in D.C. this weekend may be doing double takes, as thousands of costumed attendees of Japanese anime and culture conference Otakon descend on the city. It’s the first year in D.C. for the conference, which the District lured away from Baltimore after it had been held there for 18 years.
