A popular Columbia restaurant and bar is expanding to Owings Mills. Stanford Grill is getting ready to open a spinoff to be called Stanford Kitchen, a 130-seat upscale eatery in the Boulevard College Center at 10995 Owings Mills Blvd. near Stevenson University’s Owings Mills campus.
