Maryland Technology Development Corp.’s board of directors elected four new executive officers, including a new chairman. Francis Smyth, CEO Century Engineering, has been named chair. He replaces former chairman Newt Fowler, an attorney from Womble Carlyle, who will remain on the board. TEDCO is governed by a 15-member board appointed by Gov.
