New $1.6B sewer improvement project aims to cut down on pollution in Inner Harbor, Bay

A new plan by the city to invest $1.6 billion over the next 13 years to improve the city’s sewer system has activists hopeful that it will reduce pollution, and residents worried that they will end up paying more for their water and sewage bills.
