The Maryland Health Benefit Exchange wants to convince consumers that health insurance can still be affordable, despite spiking premiums and ongoing opposition from federal lawmakers. The state’s Affordable Care Act marketplace has recently lost some ground. Enrollments in private health plans for 2017 dropped 3 percent, down from 162,652 in 2016.
