Baltimore Police Commissioner Darryl De Sousa resigned Tuesday after he was federally charged last week with failing to file three years of tax returns. On Friday, Mayor Catherine Pugh suspended De Sousa with pay, one day after she had expressed “full confidence” in the police chief, who has held the top job since January.
