Eyesores on Howard Street could soon become 'Howard Row'

A forgotten block of downtown Baltimore’s west side pockmarked by blight and vacancy has been given a second wind for redevelopment. Plans to build “Howard Row” in the 400 block of N. Howard St. with new retail space and 39 market-rate apartments were approved by the board of the Baltimore Development Corp. Thursday. A similar proposal was rejected by the BDC last year.
