Developer plots apartments, retail along Howard Street downtown

Aziz Housseini has friends who are local teachers and firefighters who work in Baltimore — but can’t afford to live in the city. Many of the large-scale apartment projects in the area, with rents sometimes going for over $1,800 a month, are out of reach for the city’s working middle class, Housseini said.
