D.C. insurance regulator tells CareFirst to pay back surplus. Again. But that's not the last word.

Washington, D.C.’s top insurance regulator again ruled against CareFirst BlueCross BlueShield this week, denying the nonprofit insurer’s request from 2016 to reconsider an order to pay back a portion of its surplus in rebates to its members in D.C.
