Tropical Smoothie Cafe is coming to the Boulevard College Center in Owings Mills – the latest location in the fast-casual chain’s plans to expand in the region. The franchise chain, which serves tropical-flavored smoothies as well as salads, sandwiches and breakfast items, recently signed a lease in the 55-acre business center near Stevenson University.
