While some developers in Baltimore are worried that the city may be sitting on an apartment bubble, Andrew Cretal isn’t feeling deterred. Cretal, the senior vice president at ZOM Living, oversaw the construction of the 349-unit Banner Hill apartments in Otterbein. The $90 million development is at 611 S.
