Howard County Executive Allan Kittleman said Thursday he hopes most of Ellicott City’s downtown businesses can reopen in the next two or three weeks. Speaking at the Maryland Chamber of Commerce’s annual Business Policy Conference, Kittleman said businesses have been rebuilding since Ellicott City was devastated by heavy flooding on July 30. “Hopefully in two to three weeks most of the businesses can reopen,” Kittleman said. “Some can’t and some won’t come back, but hopefully most of them do.” Reopening…
