West Elm, the upscale, contemporary furniture store that started in Brooklyn, N.Y., 14 years ago, will open its first Maryland store at Harbor Point on Aug. 25. The 11,377-square-foot store will be on the ground level of the 21-story Exelon Corp. tower that is still under construction for the corporate energy giant.
