Development, crime focus of National Urban League panel on Baltimore change

Investment, and particularly in housing development, needs to happen in some of the more crime-ridden Baltimore communities in order to help turn those areas around and get young people off the streets, former Baltimore Mayor Kurt Schmoke said during a panel as part of the National Urban League conference Thursday.
