The proposed 100-store outlet mall at White Marsh, mired in turf and legal battles for a year, recently claimed a victory. An agreement was signed late last month between the developer, Paragon Outlets, and White Marsh Mall officials that dissolves an ongoing rift between the two retailers over the establishment of the discount mall to be located off of Interstate 95.
