GSA warns bidders against low-balling worth of FBI's current headquarters

The federal government is warning prospective bidders not to low-ball their estimates for the FBI’s J. Edgar Hoover headquarters as they prepare to submit offers to build the agency a new one. The General Services Administration issued a notice Thursday asserting its sole discretion to reject without further consideration any bids that do not assign a “fair and reasonable” value to the deteriorating Hoover building at 935 Pennsylvania Ave. NW.
