Maryland Transit Administration CEO Kevin Quinn said Baltimore City officials are sending a negative message by not enforcing larger fines for parking in bus-only lanes. While ridership remains flat, Quinn said the new BaltimoreLink bus system has improved reliability for riders by 9 percent.
