Like many, I’ve driven past the former Old Town Mall in East Baltimore dozens of times. It’s easy to see the area is in dire need of a makeover. Recently, I stumbled upon a YouTube video shot last year of a drone flying over the site. The clip shows boarded-up buildings, high weeds and caved in roofs.
