At the Creative Alliance in Highlandtown, the sounds of success carry. Each week, the community arts center hosts a group of 15 to 20 kids for a tap class in the middle of the day. “The noise,” says Creative Alliance Executive Director Gina Caruso, “is deafening.” She and the center’s staff are pleased to see the program resonating with local children.
