The Maryland Senate gave initial approval Wednesday to a controversial bill that would allow Johns Hopkins University to create its own police department. Two Democrats representing Baltimore City who have strongly opposed the measure — Mary Washington and Jill Carter — offered nine amendments that were all rejected.
