Nearly two months after deadly flooding wiped out businesses and homes and killed one person in Old Ellicott City, the historic Main Street will be reopened to cars and pedestrians Friday. Howard County officials said that construction and the clean up are still largely ongoing in the area, and a few streets remain closed.
