City Planning Director Tom Stosur, who oversaw Transform Baltimore — the first rewrite of Baltimore’s zoning code in four decades — is retiring Oct. 1. Mayor Catherine Pugh announced that Stosur was leaving his post during a cabinet meeting Tuesday morning.
