A strip of four quaint, historic carriage houses in Mount Vernon will not be partially demolished by a developer to make way for a six-story apartment building. The Commission for Historical and Architectural Preservation, or CHAP, nixed a concept by Howard Chambers to remove the rear portions of the carriage houses built in 1810.
