How the city's new $15 minimum wage bill would affect small business, tipped workers

City Councilwoman Mary Pat Clarke renewed her fight for a $15 minimum wage in Baltimore, with several new measures viewed as a compromise with small businesses that have spoken out against previous legislation. The bill, filed Monday evening, calls for a gradual hike in the minimum wage to $15 for city employees by 2022.
