The long-awaited redevelopment of Penn Station continues to inch forward. Amtrak, the government-owned railroad, issued a request for proposals in December to the three developers vying to become the master developer for the project, spokeswoman Chelsea Kopta said this week. The three teams were shortlisted in November after a request for qualifications was issued in October.
