The Baltimore City Council may lose its authority to raise the minimum wage if a state legislator has his way this spring. Citing a need to help keep Maryland businesses competitive regionally and nationally, Del. Dereck E. Davis said he plans to file a bill by the end of this week that would would pre-empt local governments from passing minimum wage bills by making wages and benefits the domain of the state.
