BDC violated open meetings act during TIF discussions, state board rules

A state board ruled Monday that the Baltimore Development Corp. improperly closed meetings to the public and reporters, while discussing Sagamore Development Co.’s $535 million tax increment financing request for Port Covington. The Maryland Open Meetings Compliance Board said the BDC’s reasons for closing two committee meetings did not meet several exemptions that the BDC used to close the discussions.
