Baltimore City Council committee hears passionate testimony on tax increment financing

Dozens packed the Baltimore City Council chamber to capacity Thursday afternoon as an informational hearing on tax increment financing was held in anticipation of public hearings on a $535 million TIF request for a redevelopment of Port Covington. The council’s Taxation, Finance and Economic Development Committee heard testimony for more than three hours from dozens of speakers.
