Columbia, the once sleepy planned community developed by James Rouse, is being transformed i nto a city. But with thousands of apartments, offices and new retail on the way and a $19 million overhaul of the Merriweather Post Pavilion in the works, there’s one thing this growing suburb lacks — mass transit.
