Aetna Inc. is protesting the District’s award of a contract to CareFirst BlueCross BlueShield for D.C. employees’ health insurance coverage. The protest, filed Nov. 12 with the D.C. Contract Appeals Board, alleges that Baltimore-based CareFirst “failed to meet critical requirements” of a request for proposals to supply health benefit plans to city employees through December 2023.
