A 77-year-old flour plant on the banks of the Patapsco River in Oella will close early next year, putting 30 people out of work. The Wilkens Rogers mill, just over the Baltimore County line abutting historic Main Street in Ellicott City, will shut down for good in the first quarter next year, a county official said Monday.
