John Waters is getting ready to take on City Hall. At issue is a growing debate over the legality of a new three-story mural of his muse Divine on the side of a rowhouse at 106 E. Preston St. in Mount Vernon. Divine, the late, great actor and drag queen who starred in “Hairspray,” “Pink Flamingos” and “Female Trouble” to name a few of the Waters classics is pictured in the mural by MICA graduate Gaia in a kissy-face pose under the message “I’m So Beautiful.” Divine was born Harris Glenn Milstead…
