The owner of Cazbar in Mount Vernon is bringing his kebabs, beef dumplings and other Turkish fare to the suburbs. Haluk Kantar said he’s planning to open a second location of the upscale taverna in Columbia early next year — hopefully in time for Valentine’s Day.
