Visitors to the third annual Light City can walk a color-changing “psychedelic carpet,” ride in pedicabs adorned with colorful lanterns and watch an LED-lit octopus sculpture wriggle its tentacles. The free festival, which stretches along 1.5 miles of the city’s waterfront from Harbor East to Rash Field, kicks off Saturday.
