Flap jacks are coming to the Inner Harbor. The International House of Pancakes inked a deal to open a 5,000-square-foot restaurant at 600 E. Pratt St. in Lockwood Place across from the Inner Harbor near several tourist attractions. The restaurant will replace Panera Bread, which closed last summer after a decade at the location.
