Starbucks is opening a new location in Federal Hill. The Seattle-based coffee chain will set up shop in the Wheelhouse apartment development on Cross Street, according to a city permit filed Jan. 6. Starbucks would be the second retail tenant to go into the ground floor of the Wheelhouse, a 29-unit project from Mark Sapperstein’s 28 Walker Development.
