Bruce Clarke is plotting his return to 209 N. Washington St. in Havre de Grace. The chef and owner of Laurrapin Caters is getting ready to open River City Public House in the same building that was once home to Laurrapin Grille, the Harford County restaurant that won him “best chef” honors from Harford Magazine.
