Steaming bowls of pho and other Vietnamese specialties will soon be served in what was once a busy public library in Highlandtown. The 3,000-square-foot, 95-seat IndoViet restaurant will open in November at 3323 Eastern Ave. in the former Enoch Pratt Free Library space.
