Baltimore City and County residents can expect a postcard this week, but not from a loved one on summer vacation. The city’s Department of Public Works (DPW) is notifying residents and businesses that it will soon resume administering water bills after a more than three-month hiatus. The billing system was shut down as a result of a May 6 ransomware attack on the city’s computer network.
