High tea is coming to The Avenue in Hampden. Twisted Teahouse, an eatery serving tea, pastries, cupcakes and other nibbles, will open this spring at 813 W. 36th St. Also on the menu will be high tea — a British tradition of tea service accompanied by a spread of scones, cookies and finger sandwiches. Owner Angela Vogel and her son, Nevin Davis, hope to open the shop by Valentine’s Day, although the timeline of permitting and inspections might mean they have to set a later date, Vogel said.…
