Gov. Larry Hogan will propose a $46 billion dollar budget that includes spending increases for education, raises for state employees and funds to be used for attracting investments into opportunity zones. Overall spending in fiscal year 2020 will represent a 4 percent increase from the current fiscal year. The budget includes general fund spending of $19.5 billion, up 9 percent from the current year.
