Cargo declines at the Port of Baltimore appear to be leveling off after taking huge hits earlier this spring due to the Covid-19 pandemic. The port handled 844,024 tons of general cargo in July, down 12.2% from the same month last year, according to new data released by the Maryland Ports Administration on Monday.
