David J. Ramsay, who during his 16-year presidency of the University of Maryland, Baltimore, proved to be a transformative figure and succeeded in bringing UMB to national prominence as a research institution, died of melanoma June 19 at his home in Ross, California. The former Severna Park resident was 81.
