COLA deferral, retirement program for Annapolis city employees still at issue as committee expected to present budget to council

The Annapolis Finance Committee will deliver its report on next year’s budget Monday, despite being unable to reach a conclusion on two proposed budget cuts— a cost of living deferral and payments that are part of a retirement program for city employees.
