A ruling by a Baltimore City Circuit Court judge has derailed plans for a controversial 148-unit apartment development in Roland Park. The Overlook at Roland Park development planned for Falls Road and Northern Parkway will require more zoning scrutiny by the Baltimore City Council and city Planning Department, Judge Lawrence P.
