Harford County plans to tackle two of its biggest issues — substance abuse and mental health problems — with the planned opening of a crisis center that expects to treat up to 3,000 people annually. The Harford Crisis Center is slated to open this spring at 802 Baltimore Pike in Bel Air. Officials offered a sneak peak of the center — the result of a public/private partnership — on Thursday.
